Adams County’s Housing Work Group.
The @Home in Adams County Housing Workgroup meets monthly to advance practical, community-driven housing solutions. The group partnered with the Adams County Commissioners to update requirements for the County Housing Trust Fund (Act 137), freeing up resources to support affordable housing development. Workgroup members also helped attract a nonprofit developer to the county, resulting in 32 affordable housing units completed and 60 senior housing units currently under development.
In 2024, the workgroup shifted its focus to the hyper-local challenges of land use and zoning, which are governed by the county’s 34 municipalities. The group developed a briefing document on housing in Adams County and hosted a Deliberative Forum on Housing in 2025. Findings from that forum informed the Municipal Deliberative Workshop held in March 2026, which explored innovative land use and zoning opportunities to more broadly increase attainable housing across the county.
The @Home in Adams County Transportation Workgroup focuses on improving access to employment, education, and essential services through expanded transportation options. In coordination with the Adams County Community Foundation, the Adams County Commissioners, and Rabbittransit, the group helped facilitate the development of the Gettysburg Connector, a fixed-route bus service between Gettysburg and Hanover designed to improve access to community college and workforce opportunities.
The workgroup has also partnered with Commute PA and other regional partners to explore alternative transportation solutions, including ridesharing strategies and the potential development of a bike share program in Adams County.
