@Home is a community-driven initiative working across Adams and Franklin Counties to expand attainable housing, support local economies, and preserve the beauty, agriculture, and history that make our communities home.

is to coordinate resources and to advocate and develop solutions to the most complex issues facing Adams County and Franklin Counties, attainable housing, and where applicable, regional transportation opportunities and economic development that supports the cost of living in our communities.

In 2016, the Adams County Community Foundation completed a countywide needs assessment that echoed what WellSpan Health and local nonprofits found during their needs assessments and were experiencing: housing, transportation, and the cost of living were significantly impacting residents’ lives and the local workforce.
In response, the Adams County Community Foundation commissioned the development of a strategic plan and issued a request for proposals to implement a coordinated community initiative. In 2018, @Home in Adams County was launched, and South Central Community Action Programs was selected to facilitate the initiative in coordination with the Adams Economic Alliance as the economic development partner. The Adams County Community Foundation provided funding to support the first three years of the initiative.
Our Story
In 2025, South Central Community Action Programs was awarded a grant from WellSpan Health to expand @Home’s work. This three-year grant supports both the growth of the initiative into Franklin County and the continued strengthening of the work in Adams County. This investment allowed @Home to build a broader regional approach to attainable housing while deepening partnerships and advancing solutions already underway in Adams County.
The funding supported Deliberative Forums to better understand community perspectives on attainable housing, as well as municipal forums designed to work at the grassroots level with local governments exploring creative land use and zoning solutions. By expanding the coalition and enhancing cross-county collaboration, the initiative is better positioned to address shared challenges and support thriving communities across the region.
